Steps for Certification

The Certification Department at the Panama Maritime Authority is in charge of the review, certifies and issuance of the technical documentations requires for Officers and Ratings that work aboard Panama Flag vessels.

The Certification Department is also responsible to:

  • Advise clients on special qualifications and endorsement requires to ensure the strict compliance of the STCW´78 as amended.
  • Eliminate fraudulent applications for crew certification and to reduce the illegal duplication of crew documentation.
  • Evaluate and process the applications of seafarer’s documentation in compliance with the National provisions and the STCW´78 as amended

The General Directorate of Seafarers has implemented the Seafarer’s Automated Application System (SAA) specifically designed to submit complete and well documented STCW compliant seafarer’s application. This tool allows greater operational flexibility for shipmanagers and shipoweners in saving time, money and personnel resource.
